Slowdown in Local Recordings After the Auto-Config Wizard

I always try to match the source all the way through the workflow as close as possible. As far as refresh rates go, all of my monitors are generally set @ 60 & I adjust as needed.
 
I try to match my system & OBS settings to the source. Same timing all the way through the workflow pretty much guarantees no stuttering even during extended periods of encoding.

No offense, but that really doesn't narrow it down. In fact, it's repeating basically everything you said prior. My system settings are 1920x1080 at 60FPS and 60Hz, and my OBS settings match those settings. You say the refresh rate isn't fluctuating, but the framerate clearly is, and it needs to be equal to or exceed the refresh rate. If even a drop in FPS by one is enough to cause dramatic frame drops in the recording, that sounds unfairly intensive for industry-class software. Are you sure 59.94Hz or lower won't make a difference? What could changing the FPS to integer value really do? And what settings apply to the source by default if not the system or OBS settings?
